Marshall 4.0 succeeds the plan Marshall 2.green and is a reference to the fourth industrial revolution (the digital one). The new plan aims to refocus the economic restructuring priorities initiated ten years ago around the digital economy and the circular economy.

Minister - President Magnette assumed office in July 2014, succeeding Rudy Demotte. He is also the current Mayor of Charleroi. In July 2007, he became Minister for Health, Social Action and Equal Opportunity of the Walloon government. On 21 December 2007 Magnette became minister for Climate and Energy in the Verhofstadt III federal government. In 2011, in the Di Rupo government, he was Minister for Public Enterprises, Scientific Policy and Development Cooperation, a position he held until January 2013, when he took over as Chairman of the Parti Socialiste and as Mayor of Charleroi. Minister- President Magnette holds a PhD and was the Director of the Institute for European Studies of the Université Libre de Bruxelles.
