In light of the ongoing negotiations, how can the UK maintain influence in Europe is one of the core questions under debate.

 At this lunch briefing Matthew Harpur, First Secretary Health and Pharmaceuticals, and Philip Flaherty, First Secretary Food and Veterinary, will lead us through the evolving priorities in health and agriculture policy.


First Secretary Health and Pharmaceuticals | UK Permanent Representation to EU

Matt Harpur is the First Secretary for Health and Pharmaceuticals at the UK Representation to the EU in Brussels. He has been a British civil servant for nearly 15 years, and has held a range of roles, most recently as Head of the EU and Multilateral team the Department of Health, working on issues relating to the World Health Organization (WHO), Global Health Security, G7 and a wide range of EU business. He has also had two stints working in Private Office and also worked on different roles relating to the life science agenda, including innovation, pharmaceutical pricing and Health Technology Assessment.

First Secretary Food and Veterinary | UK Permanent Representation to EU

Philip Flaherty has worked as the First Secretary for Food and Veterinary issues at the UK Representation to the EU since 2014. He has been a British civil service for nearly twenty years, starting at the Health and Safety Executive before joining the Food Standards Agency in 2003 to work on the implementation of the General Food Law Regulation. After this he held a range of roles in the organisation, most recently as the Head of EU Regulatory Reform and as Head of Meat Hygiene Policy.
