Italy will hold the Presidency of the Council of the European Union in the second half of 2014, at a time that Europe is going through a crucial transitional phase. In order to face this challenge, five areas will form the core of the Italian presidency's priorities: General institutional set-up, External action and trade, Industrial policy, Migration, Link to Expo 2015, Taxation. The Annual Review of Italy’s participation in EU matters, published by Ministry of European Affairs, clearly states the Italian Presidency will continue the work of the previous presidencies with a few additional elements.
We will have the pleasure of welcoming as guest speakers Mr. Angelo Ricci and Mr. Giuseppe Izzo. The speakers will discuss the priorities of the Italian Presidency in the transport sector, namely in the areas of shipping and aviation, road and rail. Italy means to value a more sustainable, efficient and safe development of infrastructures and transport, in order to improve the functioning of European Internal market, but also the enhancement of trans-European networks.
The Italian Road and Rail strategy will focus, on a functioning free market, by simplifying the transfer inside the single market for vehicles registered in other Member States, and on the topic of road safety, through the endorsement of the “Vehicle Inspection Package”. On the other hand, the Presidency will pay great attention to completing the “Fourth Railway Package”, recently proposed in 2013.
The Shipping strategy will be based on a full European legislation implementation, which range from the transposition (minimum level of training of seafarers), to the health and safety protection of workers in the field of fishing vessels. With regard to the Aviation strategy purposes, the Italian presidency will encourage the discussion around the Single European Sky 2+, the Air Passenger Rights and “Better Airports” Packages.
